The role and importance of infrastructure is top of mind for Puerto Ricans who saw first-hand how failures impacted our public health
and safety after Hurricanes Maria and Irma in 2017. This Report Card finds that Puerto Rico needs to increase investment by $1.3 billion to $2.3 billion annually – or $13 to $23 billion over 10 years – to update infrastructure in order to support economic growth and competitiveness. However, when considering deferred maintenance and hurricane-related recovery projects, the investment gap is even larger.

inEn su introducción recoje las señales de observación, que aunque carecen de valor científico, los navegantes españoles y los jíbaros puertorriqueños utilizaban para saber la existencia de una tempestad cercana. Otro contenido interesante de este documento es que presenta unas décimas compuestas al huracán San Felipe y otra para la Cruz Roja Americana en 1928. Por Rafael W. Ramírez de Arellano y publicado en el Boletín de la Universidad de Puerto Rico (diciembre 1932).

In 2017, Puerto Rico was impacted by two major hurricanes: Irma
passed northeast of the island as a category-5 hurricane while María made
landfall as a category 4. Two decades had passed since the island’s residents had experienced the direct hit of a category-3 hurricane; almost no-one had
experienced firsthand the impacts of hurricanes with the intensities of Irma and María. In this article we present an analysis of land-falling major hurricanes in Puerto Rico between 1851 and 2019. We describe and discuss such hurricanes in terms of their spatiotemporal characteristics, rapid intensification, and hits across the island. The information provided allows for broader knowledge, understanding, and discussion of exposure and associated vulnerability to cyclonic-related hazards in Puerto Rico, specifically, and the Caribbean region, more generally.

in Report to Congressional Requesters, United States Government Accountability Office (mar 2019). GAO was asked to review the federal government’s recovery efforts related to the 2017 hurricanes. This report, among other objectives, describes FEMA’s Public Assistance spending in Puerto Rico and oversight efforts of federal recovery funds, and (2) initial challenges with the recovery process. In 2010, over 50 researchers, planners, economists, architects, sociologists, health professionals, and hydrologists, as well as several other professionals and experts of other fields relevant to the study of climate variability and change met and agreed to contribute to assess potential effects and impacts associated to climate variability and change in Puerto Rico. The main objective of the initial group was to assess the vulnerability of coastal communities, critical infrastructure, and biodiversity and to initiate the development of adaptation strategies. However, it was necessary to broaden the scope of work as new members from other sectors and disciplines joined the group. This group of volunteers adopted the name Puerto Rico Climate Change Council.

El libro «Historia del café en la Isla desde su introducción hasta nuestros días y medidas de rehabilitación» por Jorge E. Saldaña en 1935, describe el impacto negativo de los huracanes en la industria del café desde temprano en el siglo XIX pasando por San Ciriaco (1899), San Felipe (1928) y San Ciprián (1932). Señala el efectos de los cambios de moneda bajo España y Estados Unidos, las organizaciones de auxilio bajo ambas soberanías, los financiamientos, los seguros y hasta las primeras importaciones y contrabando de café por la pérdida de las consechas.
